Start with the actual symptom
Low pressure can affect one fixture or the whole property for very different reasons.
The most useful next step is to separate what you can observe from what still needs to be diagnosed. Note which fixtures are affected, when the problem started, whether it is getting worse, and whether water is actively leaking or backing up.
One fixture vs. whole property
A clogged aerator or fixture cartridge can reduce flow locally. Whole-property changes can involve the supply, pressure regulator, shutoff position or a leak.
This simple distinction narrows the likely area of investigation.
Hot water only
If cold-water flow is normal but hot-water flow is poor, the issue may be around the water-heating system or hot-water piping.
Tell the provider whether the change is sudden or gradual.
Pressure regulator issues
Some properties use a regulator to control incoming water pressure. Failure can cause pressure that is too low, too high or unstable.
Pressure should be measured rather than guessed from one faucet.
Leaks and restrictions
Hidden leaks, corrosion, mineral buildup or partially closed valves can reduce usable flow.
A diagnosis should identify the cause before pipe replacement or other large work is proposed.

Clarify labor, materials, equipment, permits, cleanup, restoration, testing and anything specifically excluded.
Are there reasonable alternatives?
For larger repairs, ask whether a focused repair, broader replacement or another method is technically reasonable and how the tradeoffs differ.
